Dog Insurance in Italy: Liability Cover, Health Policies and Vet Bill Refunds
How to choose between third-party liability cover and health policies that refund surgery. What they cover and what they exclude.
In Brief
- Third-party liability cover protects the owner against damage the dog causes to people, other animals or property (art. 2052 of the Italian Civil Code).
- A health policy refunds vet bills for surgery after an accident or illness, hospital stays and specialist diagnostic tests.
- Watch the waiting period: illnesses are not covered for the first 30-60 days after you sign.
- Pre-existing conditions and genetic or congenital breed conditions (e.g. hip dysplasia, brachycephalic syndrome) are almost always excluded.
- Always weigh the fixed excess (e.g. €100) and the percentage co-payment (e.g. 10-20%) on the total bill.
The Two Main Types of Cover: Differences and Uses
The Italian dog insurance market has two main products, often sold together but different in principle:
- Dog Liability Policy (RC): covers the financial consequences of bites, falls caused by the dog in the street, a dog running into the road and causing an accident, or damage to other people's property. In Italy the owner's liability is strict (presumed fault under art. 2052 of the Civil Code).
- Veterinary Expenses Policy: refunds bills for surgery, hospital stays, anaesthesia and drugs given during the stay. Some packages also cover specialist visits and advanced diagnostics (CT, MRI).
Frequently Asked Questions
Is dog insurance compulsory in Italy?
Not for dogs in general. It becomes compulsory by order of the mayor or the local health authority (ATS) if the dog has been formally entered in the register of dogs at high risk of aggression after a bite causing injury.
